Educational Stability for Medically or Socially Vulnerable Children
We develop direct-support programs—including housing and proximity-based assistance where appropriate—to reduce logistical and financial barriers that prevent children facing medical or social hardship from accessing consistent schooling and specialized services.
Nutrition and Basic Care for Stray Animals
We provide food, temporary shelter, and essential veterinary support to abandoned and vulnerable animals, prioritizing humane and immediate welfare stabilization.
Adoption and Responsible Rehoming Initiatives
We facilitate safe, transparent adoption pathways that connect rescued animals with qualified, long-term caregivers, ensuring appropriate screening and follow-up practices.
Governance and Accountability
Hearts and Paws Foundation is governed by an independent Board of Directors that exercises fiduciary oversight in strict alignment with federal and California nonprofit law, including the requirements applicable to a Private Operating Foundation under Internal Revenue Code Section 501(c)(3). The Board is responsible for strategic direction, program approval, financial stewardship, and risk management, ensuring that all assets are irrevocably dedicated to charitable purposes. We maintain disciplined internal controls, documented decision-making processes, and accurate recordkeeping, including required annual filings such as Form 990-PF and applicable state reports. Conflicts of interest are formally disclosed and managed in accordance with adopted policies, and all expenditures are evaluated for mission alignment, reasonableness, and compliance.
